Question: How Can We Save Other Kyllas?

Teresa Alexander (from Spokesman-Review): “She was adorable. She had fair skin, big brown eyes. She loved SpongeBob.”

Question: How can we, as a community, prevent this happening to another child? Or is this just the way it is and we’re helpless to act?
