More grist for speculation

In it, Otter throws out two new names – former Idaho Attorney General and Lt. Gov. David Leroy, and former state lawmaker Dane Watkins – and offers a possible argument for why he shouldn’t appoint either of them or current Lt. Gov. Jim Risch, and should turn to a “placeholder” instead.
