Councilman Norm Semanko says he has made arrangements to pay off a delinquent mortgage. A legal notice announcing a March 13 trustee’s sale of Semanko’s home appeared in the Statesman last week and is being republished Wednesday. Semanko failed to make $3,623-a-month payments from July through November and is nearly $19,000 behind in all, according to the notice. Dawn Bryant of Beneficial Finance in Elmhurst, Ill., said Tuesday that the foreclosure “has been placed on hold” and that if Semanko catches up by Jan. 2, the loan will be reinstated/
