Australia Outlaws Annoying For Pope Visit

New regulations give police and emergency services workers the power to order anyone to stop behavior deemed annoying to participants of World Youth Day. Violators can face a fine of 5,500 Australian dollars (US$5,300).
Question: The U.S. government, of course, can’t outlaw protesters or annoying people in this country. If you were emperor of the universe, however, what kind of annoying people would you outlaw?
