More Info: wo Idaho legislators and a county prosecutor who has handled many felony DUI cases over the past 16 years say Idaho has an effective set of escalating penalties for driving drunk. But an advocacy group says 14 states have taken more aggressive steps to keep habitual drunken drivers off the road. Numbers in Boise alone show the severity of the problem: From June 1 to Aug. 31, 515 people were charged with a first-time DUI, the city attorney says. In that three-month period, 78 people were charged with a second drunken driving offense.
