But an advocacy group says 14 states have taken more aggressive steps to keep habitual drunken drivers off the road. Numbers in Boise alone show the severity of the problem: From June 1 to Aug. 31, 515 people were charged with a first-time DUI, the city attorney says. In that three-month period, 78 people were charged with a second drunken driving offense.
