Stickman: Homeless Man Not ‘Arsonist’

Stickman: Of course we would never want a fire on Tubbs Hill, but the Pooh Fairie and I have seen him for many years and he seems harmless, as he always makes sure his little fires are out. He will pay the price of course, as many have seen him lately and have been very upset with his actions. He is a very harmless homeless man that loves the Hill. As do we all. Of course we can’t just start fires whenever we want and hope the world will go on. He is being dealt with as this town needs to address this issue. It can’t go on, of course, but he is definitely not an arsonist.

Question: What should be done with the homeless man, if he, indeed, is guilty of setting the small fires on Tubbs Hill?
