John Austin: DFO, did you notice that the Fourth Street Improvement Project bid came in $70,000 under the engineer’s estimate? That’s a trend we’re seeing around north Idaho as the economy has hit that sector hard. In Kingston, the low bid for water system improvements came in $400,000 under the estimate. Good time for governments to get those capital projects going, I’d say.
