Cha ching. That’s the sound made yesterday in Copenhagen when American philanthropist and financier George Soros appeared to identify a pot of $100 billion that he says richer nations could use to pay poor nations for dealing with the effects of climate change.  “The money, he said at a news conference, would come from a pool of assets made up of an international financial instrument called special drawing rights, or S.D.R.’s,” as reported by Andrew Revkin of Dot Earth. Is it really real?
