Phosphate ban a flop

The Spokesman-Review

Now that we’re using phosphate-free dishwasher detergent, we find that additional washing is required to get clean dishes, requiring more hot water, which means using more water, more gas or electricity and generating more waste water.

I am wondering if those who supported the phosphate ban calculated these additional environmental and economic consequences.

Is the phosphate ban worth its cost?
