More Info: Following a brazen act of animal cruelty police are searching for the man who broke into a car parked in front of Spokane City Hall, grabbed a dog from inside the car and then slammed her onto the pavement. The incident, which happened on June 22nd, was caught on surveillance cameras at City Hall. The owners of Cocoa Butter the Shih Tzu dog had left her inside their Volvo and then walked across the street to RiverPark Square to catch a movie at the theater that evening. When the couple returned to their car just before 11 PM they found a window broken out of their car and Cocoa Butter lying unconscious on the sidewalk.
