on the Senate’s 30-5 passage yesterday of the day care licensing bill. This morning, the House is in session early, but has gotten bogged down in a long debate over a bill regarding dyed motor fuel; and the Joint Finance-Appropriations Committee is scheduled to meet at 9 to set new spending targets for both the 2009 and 2010 budget years. That’s the key number on which all budgeting decisions then will be based; the joint committee is scheduled to start setting budgets next week, nearly a month behind schedule.
