Sierra Club in control?

Per the May 6 Page One article, “Spokane Falls will flow full time,” what standing does the Sierra Club have in engaging Avista Utilities regarding the water flow over the Spokane River’s waterfalls in our city’s downtown?

It is interesting that the Sierra Club has a Spokane River project. However, how do they get a “driver’s seat” in determining the flow of this city’s river?
