1st Freeze, Then Things Get Tough

President Obama has recommended a two-year freeze on civilian federal employee pay, a move that leaves two immediate questions. 1. What took so long? 2. Are we ready for what comes next? The pay freeze is certainly overdue. The federal government has a severe cash-flow problem — not unlike private companies and state and local governments that have been hammered during the Great Recession.
