Assessor’s office improved

It’s important to reflect upon positive changes that have occurred. Spokane County Assessor Ralph Baker and his staff ranked very high on “Measuring Real Property Appraisal Performance,” issued by the state Legislature. In the last two or three years, we have received one of the highest rankings on the “Assessor’s Performance Standards” (every county is state-evaluated). Additionally, the Open Space Program has been recognized as a “model” for other counties. Spokane County’s practices will be included in the statewide “best practices” report.

Appraisers use field computers with new computer software which includes instant images of properties as well as the ability to pull queries to identify inaccuracies. Development of a “new construction log” has helped track permitted and nonpermitted new construction. Mr. Baker has established a new Web site (for public access) and has purchased aerial photos, benefiting appraisal staff and taxpayers.

Office morale was improving, until recently. As a union shop steward at the time, Vicki Horton, an assessor candidate, didn’t help. Instead, she encouraged the negativity in the office. It should be noted that the “whistle-blower,” Ms. Mason, and Vicki Horton are good friends. Her story was a personal attack against Mr. Baker to achieve political name recognition.
