The Spokane River flows past slack water near Harvard Road in Spokane Valley Tuesday, Mar. 23, 2010.  The concept of a "water trail" will be unveiled Tuesday at the Spokane River forum. Basically, river users work to improve recreational access and interpretative signs along the river, while getting citizens engaged in serious issues, such as water quality monitoring or thwarting poaching.
