Is city conserving water?

I don’t have an issue paying my water bill. The bill is what it is, and somehow we find a way to pay it.

I don’t see city property or property that the county operates within the city with super-brown lawns. I recently noticed the lawn at the Spokane Arena being watered at 1:30 p.m. How is the city or county conserving water by watering near the hottest time of the day?

If we’re being asked to conserve water, is the city? Lead by example – are they?
