What crimes are probed?

A co-worker recently had her ATM card stolen by a 19-year-old neighbor and he withdrew $600 from her account. She has tried to no avail to get some help from the Police Department, which won’t investigate.

I was wondering if I could get a list of crimes that the Spokane Police Department will investigate. I know they will occasionally do a cursory investigation of themselves, but we all know the outcome of that. I really would like to know what types of crimes rate a real job done by a real police force.
