Clerk Orders Money Handling Review

Kootenai County Clerk Cliff Hayes announced today that he has arranged for two separate reviews of money- handling procedures in his division. Jim Simmerman, a former bank auditor and retired Captain with the Post Falls Police Department, begins individual reviews today.  How long his review work will take is unknown at this time.  “A three-decade former employee of this division was charged with a felony that may have gone undetected for years.  That’s unacceptable to me, as well as to the taxpayers and citizens”, Hayes continued.  “We’re going to be sure we understand how every dollar is received, reported and forwarded to others”/ County Clerk Cliff Hayes . Question: In view of the suspected embezzlement involving a trusted person in the former county clerk’s office, do you consider the reviews ordered by Cliff Hayes to be important to restore public confidence?

One early project Simmerman will undertake is clarifying explanations on the  weekly payables report which goes to the Board of County Commissioners.  “Though I’ve only been in office a week, it’s vital for us to be certain we’re doing everything possible not just to safeguard public funds, but also to explain to the public and the Commissioners how money is being spent,” Hayes said.  “We want the highest level of fiscal accountability, as well as secure procedures”.

Another review team from the State of Idaho’s Controller’s office will conduct a  review later, Hayes said.  All staff members have been informed, and understand the benefits of these safeguards.  “I’ve been pleased with their reactions”, Hayes said.  “This is an opportunity for us all to reaffirm our professionalism and to restore the public’s trust.”
