Feeling railroaded

Can anyone explain this? The Motor Vehicle Department can’t.

On receiving my latest license renewal statement for my RV, I find a large amount of the fee is to support rail improvements. How does an RV in any way use a rail system? Does the state have too much money for road construction and maintenance projects? They should do a better job of road maintenance or give us a break on our fees.
