Dog Abuse? Really?

Now that temperatures finally are above 70 (for a day or two), the animal abuse calls are beginning to roll in. This afternoon, for example, someone called 911 to report that a dog is locked in a blue van @ Hayden WalMart. Now I’m not downplaying the potential for abuse when animals are locked in cars when temperatures are in the mid-80s to 100. But mid-70s? Animal abuse? Am I right in thinking that some people are hypersensitive to these situations and willing to waste an officer’s time?
