Plummer Blocks Keyhole Gang

From St. Maries Gazette Record Facebook page: “For those of you who might have noticed the plywood on the Plummer football field fence, the Gazette Record has been checking into it. We spoke to Principal John Brumley, who explained that there were multiple reasons for the boards posted onto the fences. First, it was put up because the school had originally intended for students to hang homecoming decorations. Mr. Brumley explained there had al so been complaints from visiting coaches that headlights and heckling during games were distracting, and the school had hoped this would help with that matter. The plywood has remained on the fence because of the possibility to sell advertising. And lastly, Mr. Brumley explained, the school simply wants spectators to pay for people to watch the football games, to support the high school athletic program. He said there were too many instances of people pulling up and watching the game from their cars without paying admission.” H/T: Kevin Taylor

Question: Which reason given above for boarding up fence sounds like the main one?
