Light sending a bad signal

Can anyone explain why the traffic signal on Sullivan at Marietta cycles continuously to red, when there is no cross traffic on Marietta? I drive this route most days and inevitably witness the light changing to red when the only approaching traffic is traveling on Sullivan.

Stopping and holding the flow of traffic for no reason is not only annoying, it is also a waste of brake linings and adds to the pollution issues in our local air quality. I realize this is a non-priority in the grand scheme of war and the economy, but how hard can it be to correctly set a traffic signal?
