Where is the boom?

I have a question for Mr. Heaps (“Middle class spending vital” — Aug. 20). If your figures are correct that each dollar of unemployment insurance returns $1.30 to $1.40 to the economy, shouldn’t the economy be booming with the unemployment rate at over 9 percent?
