Truck site too close?

I see that the new truck inspection station on I-90 at Stateline is now open. I also note that it is very close to I-90.

What will happen if, in the next 10 years, I-90 expands to three lanes in each direction? Will they have to tear this all down and move it 100 feet farther north? If so, why did they not build it farther north from the beginning?

Is this going to be another fiasco like the almost-new Bigelow Gulch fire station that had to be torn down and rebuilt because somebody finally realized that Bigelow Gulch Road should be expanded?
