Start civil partnerships

Often there are other ways to address controversy. A simpler way to address the issue of heterosexual/homosexual marriage is to have the state and federal governments recognize only civil partnership contracts (incorporating the rights and responsibilities of the current marriage license).

Thus, total equality. Religions could recognize these as marriages. Civil partnerships would allow any two individuals to obtain these rights, etc.
