Thumb Out To Hitchhike

Earlier today, an ISPer stopped a man in a cowboy hat from hitchhiking along Interstate 90 at Spokane Street in Post Falls. Local/state law, I believe, prevents hitchhiking on the interstate and the interstate exchanges. Hitchhikers & panhandlers on the I-90 interchanges are rousted promptly. So here’s the question:
