Run-around on airport noise

I am writing in regards to the extremely loud airplane noise over my home. The takeoff noise in the morning is so extremely loud that it is waking me up by shaking my windows. It sounds like thunder, and it’s 10 times louder when it’s foggy or cloudy. I have lived at this address for 23 years, and this wasn’t an issue until they changed the runway and air patterns.

I have been trying to get this resolved since February, but just keep getting the run-around from the city. The Federal Aviation Administration and the airport director have been to my house to listen. They all hear the noise and acknowledge that it is bad, but say there is nothing they can do. They all say it is a city noise ordinance issue. The city noise ordinance office claims to be exempt. Who is in charge of noise?

I know that noise abatement procedures can be done, because when they use the old short runway, we don’t hear any noise at all. We are only asking that from 4 a.m. until 8 a.m. the airport use the short runway, so we don’t hear every takeoff.
