ShoCon: Do You Back Best Wannabe?

Here’s a hypothetical: There’s a challenge to an ineffective incumbent who’s been on a District Board or City Council for a lot a years, amounting to little more than a “seat-warmer,” but who’s a nice
guy who hasn’t really ruffled anyone’s feathers either. The RR’s recruit an excellent “consensus candidate” who is highly qualified for the position, with great interpersonal skills, a lot of experience in the field that the Board handles, is excellent at negotiation and problem-solving, and could really be a valuable asset to the Board or Council. Let’s also say this challenger is respected by all of the Republican factions, and even some Democrats. Would this new group back the qualified challenger, even though he was recruited by the Reagan Republicans, or would they back the ineffective incumbent, out of “balance” for “balance’s” sake?
DFO: I can overlook a candidates Reagan Republican support, if s/he is the best candidate.
