Luna Changing View On Pre-K?

Is state Superintendent of Public Instruction Tom Luna softening in his opposition to pre-kindergarten programs? In a story in Monday’s Idaho Statesman , Luna suggests he is changing his views. Luna, like some Republican legislators, has questioned whether the state can afford to pay for pre-K . Legislative critics also have suggested that young children are better taught at home.
