About a dozen beagles and their owners march to the state Capitol during a rally and press event in support of an Assembly bill, in Sacramento, Calif., today. The Beagle Freedom Bill is a proposal to help certain dogs and cats at taxpayer-funded California research laboratories. Many research dogs and cats are euthanized at the end of the testing even if they are healthy. The legislation would facilitate a relationship between laboratories that use dogs and cats for research purposes and registered nonprofit animal rescue organizations so that when the animals are no longer needed they can be placed for public adoption.
