Unconventional solution

If we can’t move the Spokane Transit Authority plaza to the train station, then why not place it on the ground floor of the new Grand Hotel? It really makes sense.

There’s already going to be ground-level parking there and lots of people coming and going, and they will have security. Not to mention people at the hotel will be able to get around by bus.
