Initiative confusing

I’m confused about the Worker Bill of Rights that may appear on the November ballot. The articles I’ve read about it say its purpose is to amend the city of Spokane charter to require all large employers within city limits to treat their employees in a more fair and equitable manner and, secondly, to make the rights of corporations secondary to people’s rights.

Much as I support the stated goals, I don’t see how amending the city’s charter will achieve them at the scale desired. My understanding of the charter is that it only governs the operations of the city of Spokane itself as a municipal corporation. If this is true, the only employer this initiative would impact is the city of Spokane.
