Seventeen minutes. That’s how long it took state Superintendent of Public Instruction Sherri Ybarra on Thursday to outline the guts of her $1.4 billion draft education budget. It’s official: She doesn’t have a clue. Think about it. Seventeen minutes to detail a fix for the nation’s worst per-pupil spending. Seventeen minutes to address a state hemorrhaging teachers because of offensively puny wages. Seventeen minutes to explain funding for complex systems such as tiered licensure and Common Core testing.
