How do maggots survive?

Do the city composting piles not generate enough heat to kill apple maggots?

My husband and I used to live on a farm where we had cows, horses and chickens that generated a lot of manure. Over the summer and winter, I would add to the compost pile, and then use the compost in the spring to fertilize my large vegetable garden and fruit trees, including apple trees.

We never had any apple maggots, and the composting process also killed weed seeds. Organically grown apples do not contain apple maggots. How do they do that?
