Immigration question

I have a question I would like answered by a non-immigrant: How can a country of illegal immigrants make a legal law regarding immigrants? I cannot find anywhere in the history of the United States of America that Western Europeans were invited to stay on the North American continent, to just take land and whatever they wanted without even a please or thank-you very much.
