Another parliamentary maneuver fails to sidetrack SB 1011, instant racing repeal bill
Rep. Terry Gestrin, R-Donnelly moved to send SB 1011, the instant racing repeal bill, to general orders for amendments, “so the fiscal note can be repaired.” He said, “This motion is not about the merits of the bill. This motion is about the soundness of the fiscal note.”
House Speaker Scott Bedke, R-Oakley, noted, “The fiscal note is not part of the law.” Under House rules, therefore, a motion to send the bill to general orders for the sole purpose of adjusting the fiscal note is out of order, he ruled.
