Add context to USPS woes

The Republicans passed a bill under President George W. Bush that required the U.S. Postal Service to put aside funding to cover medical expenses for the next 75 years. This was done in 2006, and was to be fully funded within 10 years. This required billions of dollars to go into the fund each year.

Congress, under the Republicans, has slowed mail processing by closing mail sorting facilities, and they have scheduled more closures in the near future. The slower the mail, the less revenue. The Republicans are also pushing for five-day delivery, resulting in more loss of revenue.
