Non-service dogs in stores

Why do grocery stores allow non-service dogs in store? I would like to know why grocery stores and supermarkets allow customers to bring non-service dogs into stores where food is prepared and open.

Recently, I was in a supermarket where the customer placed a dog in a seat that is used by infants. The same store had a customer who was carrying a small, emaciated-looking dog under her arm while she shopped.

I questioned a store employee about allowing this, and the employee could give me no answer. I will not purchase food in these stores that allow it.

When the weather isn’t hot, why don’t these people leave these animals in the car or at home? Some carry these animals wherever they go. There has to be some law not allowing nonservice dogs in the stores.
