Civics should be mandatory
The school I went to in Illinois taught a year-long course in civics in the eighth grade. The course included the Constitution and the main branches of the government. At the end of the year, you had to pass a civics test in order to pass the eighth grade.
It should be a state law. You can’t blame people for being ignorant if you fail to teach.
