“I saw in the newspaper today that there is a surplus of $139 million in the Idaho budget. How about spending some of that on schools so school districts don’t have to continually run levies or bonds to fund our schools that hits the local property taxpayer? Instead you’ll hear in the legislature this winter calls for another tax cut. I had a conservative legislator, who I won’t name, admit to me that this is a repeated pattern in Boise: underestimate revenue and overestimate expenditures which leads to a budget surplus thus resulting in the calls for another tax cuts, because gee we have so much money. It is time that game ends.”
Question: Do Idaho legislators and Gov. Butch Otter intentionally low-ball estimates to hand out tax cuts and make school districts dependent of supplemental levies?
