Impeachment before inauguration

My letter to Senators Maria Cantwell and Patty Murray: I just heard that Donald Trump talked by phone with the president of Taiwan. Trump seems ignorant of our historical and longstanding official non-association with Taiwan and the reason for that status. It would seem that Trump is also oblivious to his likely offense to China. All the while, Barack Obama is still president.

Worse, Trump may not be bumbling and oblivious, but cavalier and fully aware his actions might precipitate a very serious international crisis. The first scenario is very scary, the second is terrifying, particularly if this is to be the tone of the Trump presidency.

My question to Sens. Maria Cantwell and Patty Murray: Is there any way to begin Articles of Impeachment prior to the inauguration? I know Articles of Impeachment begin in the House of Representatives, but there is no use writing my congresswoman. I am in the 5th Congressional District, and my U.S. representative is Cathy McMorris Rodgers.
