Otter names Buxton new state DHR head
Gov. Butch Otter has named attorney Susan Buxton to head the state Division of Human Resources, effective March 1. She replaces Vicki Tokita, who retired in 2014; since then, David Fulkerson, fiscal officer for the state Division of Financial Management, has been filling in as DHR head.
“I appreciate David Fulkerson’s great work, doing double duty with a high level of professionalism,” Otter said in a statement. “Overseeing Human Resources is a difficult and demanding job, and few people fully appreciate its application or the nuances and dynamics of Idaho’s state and local governments like Susan Buxton. I’m pleased that she’s willing to bring her experience and talent to my administration.”
Buxton is an attorney whose practice has included representing cities, counties, sewer districts and businesses on issues ranging from water rights to public finance to employment. She’s been with the Boise law firm Moore Smith Buxton & Turcke since 1993, is a graduate of Whitman College holds a law degree from the University of Idaho. She’s a member of the Idaho Parks and Recreation Board.
“I’m ready for a new challenge, and I am eager to address the important human resources issues facing Idaho’s largest single employer, our state government,” Buxton said in a statement. “I have a productive and satisfying career in private practice but I also have a lot more to contribute, so I’m grateful for the opportunity to lead the state of Idaho’s HR team.” Her appointment is subject to confirmation by the Senate.
