I took Taryn’s question a little further. I checked the voter turnouts for Kootenai County during the primary elections, beginning with the one last month and going back to the year 2000. Surprisingly, there wasn’t much change between the three closed primaries and the previous two (2010 and 2008). But the primary turnout from 2000 to 2006 were higher:

Closed Primaries

2016: 22.61%
2014: 21.72%
2012: 21.22%

Open Primaries

2010: 22.35%
2008: 21.37%
2006: 24.57%
2004: 24.14%
2002: 28.92%
2000: 31.72%
