Distracted is distracted

I would like to comment on the latest state law on “distracted driving” offenses. Is it not just as distracting to have a small dog sitting on your lap when driving as talking on the phone or texting? I have had some near misses by people trying to drive and hold their little dog. Distracted is distracted!
