Origin of behavior

How can Eli Francovich, Spokesman-Review reporter, write “School discipline raises worries” and not at least mention what is a root cause of school behavior, i.e., what goes on in each student’s life when he/she is not attending school?

Our public schools interact with students roughly seven hours Monday through Friday during the school year. But, who is responsible for and who affects their behavior the remaining 16 hours each school day, 24 hours each day of holidays and 24 hours each day during the vacation?

Until we recognize where the school behavior problems start, we are improperly spending money and time addressing secondary issues such as school misbehavior and what is and is not appropriate discipline.
