Mill site qualifies for urban renewal status
The ignite cda board decided Wednesday that the Atlas Mill site project qualifies for urban renewal status. Here’s the minutes of a special meeting that made that determination:
Ex. Director Berns shared a summary of the of the Atlas Mill Site (“Site”) Eligibility Report prepared by the Panhandle Area Council (PAC). Following are key elements and findings of the report.
In order to be eligible for inclusion in an Urban Renewal District (URD), the Site needs to meet the conditions outlined in various Idaho Code Sections, including but not limited to Sections 50-2018(8); 50-2903(7)(b); 50-2018(i); 50-2903(7)(c); 50- 2008(d).
The conclusion of the report is that the Site qualifies for urban renewal consideration because it is a deteriorating and deteriorated area due to:
- lack of adequate public infrastructure including roads, water and sewer facilities,
- unsafe conditions,
- obsolete platting (i.e. faulty lot layout in relation to size, adequacy, accessibility or usefulness),
- deterioration of structures or improvements,
- underdeveloped or undeveloped property,
- economic disuse,
- substantially impairs or arrests the sound growth of a municipality,
3. RESOLUTION 17-04: ACCEPTANCE OF ATLAS MILL SITE URBAN RENEWAL ELIGIBILITY REPORT
Motion by Commissioner Goodlander, seconded by Commissioner Davis, to approve Resolution 17-04 accepting the Atlas Mill Site Urban Renewal Eligibility Report as submitted by PAC, authorizing the Chairman and/or Executive Director to transmit the Eligibility Report and this Resolution to the CDA City Council requesting its consideration for designation of an urban renewal area, or an area to be amended within an existing urban renewal area, and seeking further direction from City Council to commence the urban renewal planning process.
