Investigators seek manslaughter prosecution of Dwayne Thurman

The charges of second-degree manslaughter, which have been forwarded to the Spokane County Prosecutor’s Office, come about a year and a half after the investigation into the fatal shooting first began, according to a sheriff’s office news release.
