Who fights for victims?

Per the Oct. 3 edition, a 38-year-old Seattle man murders and dismembers a 40-year-old mother of three. He pleads guilty, and attorneys on both sides recommend a sentence of 27 years and nine months. Why should this person ever be allowed to re-enter society? Who fights for the real victims?
