Upgrade Monroe crosswalks

A few years ago a young child was tragically killed by a car on North Monroe. Now the proposed solution to prevent such tragedies in the future is to shrink Monroe to three lanes from the present four, further adding to the traffic problems of those living north of downtown.

Yet, it seems that no one proposing this ridiculous revision has thought of installing well-marked crosswalks with available high-intensity blinking lights for use by pedestrians. These flashing lights work very well at Gonzaga and Whitworth and are quite easily seen from two blocks away.

Why not paint the crosswalks, install these lights, and use the millions of dollars left over to repair the city streets?
