A simpler solution
Instead of erecting laser warning devices that make two lights on the bridge flash, why not erect an overhead sign across the road at said bridge height a block from the bridge that says “If you hit this sign you will hit the bridge”? $30,000 for a laser light sign and maybe $2,000-plus labor for a mounted sign.
